Bicycle detail

At 8 pm on Tue, 11/7/23 my electric scooter was stolen by a man wearing a black bike helmet, and coat with squares. He was a white man. It took him 5 minutes to cut through the lock with an angle grinder. The security guard on duty did not notice anything, unfortunately, and was not paying attention. The scooter is key ignition start so the thief wasn't able to start it and just rolled it away from the UW tower. The scooter had a tracker attached to it but I found the tracker torn off in the parking lot in front of Wells Fargo on University Way NE in Seattle. Location of suspect and scooter is unknown, and a police report was made. This guy seems experienced and probably hangs out around the area looking for his next victims and probably wears that same coat with squares on the back because he probably can't afford anything else.
