Description of the theft
Parked bike at rack directly outside safeway on philomath blvd. There was a white man with a cardboard sign, appeared homeless, who was sitting outside when my husband went in. When he came out, the front tire had been removed and the rest of his bike was gone. The man with the sign was gone.
