Bicycle detail

My bike was locked on the East side of SW 5th near the middle of the block between SW Morrison and SW Yamhill on Pioneer Square from roughly 6 PM on Tuesday Aug. 2. When I returned at roughly 10:30 PM the bike was gone. I know it was the right spot because my pannier was sitting on the sidewalk with my helmet and cut cable lock. Inside my pannier was a note from an apparent bystander stating that they watched a guy steal my bike at 9:16 PM and head South on SW 5th. The note described the perpetrator as a white male, dark brown hair, green army hat turned backwards.
