Bicycle detail

I locked my bike (inside) and my daughter's bike (outside) to a fence outside the Mutter Museum when we visited Philadelphia. It is a busy street, affluent neighborhood, and a security camera is directly on the bikes. Pro thief cut the lock within 4 minutes of locking it while pedestrians walked by. Philly PD never responded to my two calls and I had to go to headquarters to file a report. Locals say that they don't respond to keep property theft stats low.
