Description of the theft
Bike was locked up while at work with a ULock. At 3:30pm it was missing. It was spotted near Golden Gate and Webster around 4pm but the guy got away. Talked to a security guard where it happened and he said he saw the guy steal the bike (but did nothing). The thief cut the ULock with a Power tool. Apparently he wore a top hat.
