Description of the theft
2 locks cut (cable) and stolen from inside a locked bicycle storage room inside a locked apartment building with security cameras. Cut locks (and small purple ribbon that was tied on the bike frame) were nicely placed on the back of another bike on the far side of the room. Bags were ripped off the seat and left on the floor (essentially all 'identifying things' were removed).
