Description of the theft
Bicycle was attached to bicycle parking rack on sidewalk in front of Suehiro Cafe (371 E 1st Street). Hooded masked figure (depicted in video shot by bystander who sent video to me shortly afterward) removes portable angle grinder from checkered backpack (contents also contained a crowbar) and removes lock in roughly 10 seconds. Bicycle is removed from lock and suspect walks off with the bike going east; witness states no other recollection of suspect. East happens to be the direction towards the newly established train station.
